They had to pay of course some little fees, but that's because they did not pay sadaquah. The advantage of that non muslim fee, is that it was fixed to a not expensive price in comparison to the zakat that is at least 2.5% of muslims money each year. Also, they were not engaged in the army, but muslims had to protect them also in case of a war, so that little fee was more than defensible
