These are Tamil majority areas of Sri Lanka. So these areas are more similar to India .

@@Takashi-mitzuyayes, still I think they themselves have to self aware and make behavioural changes rather someone else teaching them. Laws could be enforced. Still , These civic sense , hygiene and sense of personal responsibility are deeply related to the culture or sometimes even the religion. This why we see stereotypical areas of Sri Lanka are super clean and some areas like this are rather messy unfortunately

@@PckLyA North of Sri Lanka is lesser visited than the South by tourists, probably because of the civil war and how it affected the country. But that’s why i was also interested in visiting the northernmost parts of the country. Can highly recommend
