for anyone who wants to know it is actually possible to play all the factions in Medieval total war to play the Rebels you need to make them playable and at least 1 faction unplayable since the title screen only supports 21 factions to play the Aztecs you need to get into the file at the start of this video, use ctrl f to find the word "undiscovered" and delete the line it is on (they have no boats or way off of Mexico however) and to play the Hordes you have to enable the elusive hotseat multiplayer mode (not sure if it still works for the steam version) and pick them as a secondary faction
