I used to think that too, but experiments have been run about this and it was found that both leaves broken manually and leaves that decay naturally drop the same amount of saplings on average. It could drop more saplings in the short-term as I have not seen any experiments testing for this, but it is unlikely that is the case. It would be very specific.
