The aim of a multilayered missile defense is to block the first waves of attack allowing immediate retaliation, with the assumption that next waves will be smaller and smaller as you hit the enemy with full force... this is why such capabilities should be treated as tactical and not strategic, you can't have a defensive strategy only... the costs are too high

You do realize that the US alone (with allies, even more) shot down over half the incoming items? That had nothing to do with The Dome. Had the US not done that, Israel would be toast. The Dome's limitations were exactly the point Iran meant to show.
