the reason why you don't want to have your debt that high, is because you have to pay a percentage on it. At the moment 5% or so, So 5% of GDP. Given that UK government spendings are 45% of GDP - the servicing of this debt costs UK taxpayer about 11%. So owners of the debt = additional 11% tax on British people.
