You need to play as Rob and drift around the main table area in Waluigi Pinball 2401 times, then close your DS. While it is closed, put Mario Kart Super Circuit into the GBA slot and open the DS. Now, at the finish line, there should be a portal. Enter the portal and turn off the DS. Then, take out Super Circuit and pit it in a GBA. Then, connect that GBA to another GBA which has Metal Gear: Ghost Babel in it. Turn on both GBAs and beat all VR missions in Ghost Babel. A message will appear on the Mario Kart GBA saying that you can now play as Armstrong. You can then transfer Armstrong to the DS by putting the Super Circuit cartridge in the DS as well as the MKDS cartridge. Open MKDS and choose the mission where you fight the Bully. Instead of the Bully being there, it will be Senator Armstrong. Beat him to unlock both him as a racer and Metal Gear Excelsus as a kart. Hope this helped.
