Banned athletes should be required to test regularly during the banned period (perhaps they already are?). If not, such penalties allow the “athlete” 3 years of unmonitored doping in preparation for a return. Plus, this encourages desperate countries to start doping at an early age. Doing so allows the “athlete” to reap the benefits of the drugs at an early age, elevating their potential. Once clean, they’ll likely still be more advanced (stronger/faster) than had they not originally doped.

Probably unpopular and JMO but the only thing worse than Katir cheating might be the abject failure of IAAF/WA. I'm aghast at the invasion of privacy (yes I said it) in order to maintain the so-called integrity of the sport. Other sports where the average athlete makes far more money, are more effective and do a better job of protecting their sport and athletes. Yet in a sport where we get the least coverage, this is too often the thing we have to hear about. Also, the average T&F athlete doesn't make enough money to be on call 24/7 365. The "whereabouts rule" might be the dumbest in sport. They may work other jobs to to support their career in T&F or have personal/family issues that are more pressing. Its one thing to ask a senior tech pro in a critical role making $175K to 300K yr to be available for emergencies when off work or on vacation around the house and not out of country. Its another to ask a fast food chain worker to be on call during their vacation or on their own time.
