You'll actually be hard pressed to find a Pay phone around where I live as all the BELL phones seem to have been removed from every street corner, mall, stores, etc. Only place I still see them are at grocery stores and even they're probably on borrowed time (the nearest grocery store to me had its phone vandelized and never replaced)

I said finding a phone "BOOTH" is the hard part... Simply finding a pay-phone is actually easy if you know where to look. Grocery Stores, Banks, Pharmacies, Shopping Malls, Airports, Bus/Train Stations, even some Gas Stations still have one.

Carried one for years. At one time wore two (one for Fire and one for EMS/Rescue) and even worked for Social Services and had to be "on call." In some ways I miss pagers. Less headache than "Smartphones."

Remembered pagers today - they were widespread even in Europe among health workers in the 90s and 00s. Pagers were needed back in the day and they still provide great functionality.

because there is no signing or encryption, beyond legality (DO NOT DO THIS, YADDA YADDA) what keeps someone from transmitting messages using that frequency to any pager recipient of your choosing within range?

Nothing. You could totally do that, you'd just basically be setting up a louder pager transmitter on their frequency and transmitting over them, or transmitting when they're not (which, as you saw when I set up the SDR, the transmitters aren't always transmitting, so you could wait until they weren't). Nobody's pager is going to go off if the message you transmit isn't for their CAP code though, so you might have to listen to some messages on the network first to find out what CAP codes are around you.

I use a satellite communicator with my iPad. I turn off WiFi and cellular and communicate directly over satellite...$50.00 a month for unlimited email and text...also has a SOS for rescue if needed...world wide coverage through iridium...

I love me some Iridum gear, have some myself, but if you're doing so for security, I'd be very careful. Iridium is highly able to geolocate the user and does so routinely in normal network operations, and most Iridium services lack any form of over-the-air encryption. If you ever want to listen to every Iridium call in your beam, you can do so with about $40 worth of hardware from Amazon. Satellite phones are great, but they aren't privacy tools unless you're using a one-way device like an Iridium pager.
