Idea for the storage room: Sliding shelving units on rails. Insert as many shelves as possible, but with a space to maneuver in - and then you can slide the shelving units to open space for the unit you need!

Have you thought about doing the garage expansion and putting another floor on top of that as a living space?

If you absolutely love the really useful boxes you could have someone frame out "shelves" for them on either side of the room (seen a few tutorials on here) that way you could store them all lengthways to the walls and do floor to ceiling and fit x2/3 as many (just remember keep the lighter boxes at the top so you can actually lift them down) and you would have the centre of the room for smaller less permanent things.
