No. Clinton conceded in November 2016, because Trump got more votes in the necessary handful of state. Trump never conceded 2020, despite Biden having more votes in the necessary handful of states (and having more votes nationally). There's a big difference. The system could use improvements, like abolishing the archaic electoral college, formalizing the convention to not announce investigations right before an election, and instituting greater protections against foreign interference; but that wouldn't retroactively change the 2016 result.
