Context for Japan Karen don't snap photos of geiko or maiko like that because they are on their way to work and should not be disturbed. They keep tight appointments and you can end up disturbing their work by doing this. If you want photos with geisha there are companies you can contact to book appointments with them or other companies that you can book to take photos of them

I think the pool is an apartment complex pool (could also be a hotel pool, but it looks like it's in a residential area). I think some of those pools don't have lifegaurds, and that's why there needs to be someone 17 or up to watch anyone under 17. I double she's allowed to be there drunk for (at the very least for safety reasons like the 17 thing), but there's probably no one moniteroing who enters, so it's really easy for her to just come down from her apartment drunk and head inside. Think of it like a private pool you'd have in your own yard, but the whole apartment can use it and there are rules you hav to follow.
