Is the CPU being vendor locked or I can replace it with another Epyc cpu?

should i go with HPE Synergy or HPE proliant dl385 G10 for my virtualization data center including (DC,EXCH,ERP,Sharepoint,Ticketing system,AV,....) for about 400 users.?
i know right, the guy who presents this is atually entertaining and better than ad's from HP, DELL, etc etc

You'd probably need to make some custom case for that. Because ThreadRipper's aren't really a "server package" but nothing stops you from actually installing a server based OS and applications and for it to operate 24/7
