It's to do with storing data of children. The EU has strict laws around what you can do with the data of children under 13, so a lot of companies instead just don't allow children and will ban to avoid the complications of dealing with the laws. However, this does mean even if you are over 13 you can still get banned if you made the account when you was under 13 as they would still have data from when you was younger. Don't know if it has been a problem on Twitch but I know it has on Facebook and other sites
