Good explanation. Can you also tell whether a user story alone is sufficient for a team to develop a functionality or feature?

Our recommendation is to look at user stories as an instrument to generate conversations and ideas exchange, as many time it is explained as Card , Conversation and Confirmation. In general team may use many other instruments to have a common understanding of user needs like User Personas , Concept Maps and Overall flow of user interactions.

So in an essence, a Product Owner who is more inclined towards facing external stakeholders need to have a good grip on Product Domain Knowledge where as a Product Owner who is more inclined on working with the Development team to implement the solutions need to have more technology knowledge

Looks like, you can say someone who work with team should understand team's language well, someone who works with stakeholders should understand the stakeholder language well. Someone works with both should understand both the language well .
