nope. when something is free, people take it for granted. my company provides scholarships & exam preperation to students in greater chennai region. (a cinema actor takes credit for our work unfortunately) we paid 100%, some students started dropping off giving silly excuses - plan to start family, wanted to marry girl friend, course is not interesting, etc. the percentage of such drop outs decreased when they had to pay 20% of fees, we paid 80%. besides, this loan needs to be paid by the student after they get a job, would serve for IT exemption too. only people who are serious about studying came aboard. we had 100% graduation after this.

Country doesn't need much economists, scientists , technologists etc Contrary, Country needs social scientists, social reforms to eradicate caste system and its catenta effects of untouchability, superstitions, caste atrocities, and caste terrorism. Then, country will progress rapidly. Dravidians Model Government not able to eradicate untouchability during their 100 years of governance despite the fact that there is a law to annihilate.

Chandigarh is a union territory and Sikkim is the second smallest state in India ( least population - around 6 lakh )comprising of only 16 colleges within 5 universities. Kindly think over it bro.
