We've run into bad weather situations many times in the States (USA) and Europe. Sometimes was the snow, the high wind or rain storms etc. The planes couldn't land after circling close to an hour, we ended up in landing to the nearby airport and took buses to the original airports or stayed in the local hotel waiting to be transferred. Safety should be the main concern. Human life is the most precious thing. All the airlines have insurance to cover the unexpected issues. This Taiwanese airline should have the same coverage too.

The problem is : In Taiwan, politic always is the first.

I totally agree, however, it is a bit different in this situation. This is a small independent island in the middle of the Taiwan Strait with 3 small airports. Thus the bad weather covers all of the airports nearby. The one they were landing in is the best option. It is the largest airport with the longest track. The nearest airport with good weather probably will be back at the main Taiwan island. But it is not an option for the captain, since they had just departed from the main island.
