It's a call back to the original Shooting Stars series of the nineties. Jack's chair on Team A used to be occupied by Mark Lamarr. Both men have a reputation for being miserable and were teased by Vic and Bob because of it. Whenever Vic questioned Mark, Bob would chime in with "He's a nineteen fifties throwback", "He's a cheeky cockney grease ball" or a variant in that same singsong voice.

I saw some TV quiz on TV once and Vic not only made spontaneous jokes but had a cartoon of the joke already done in his pocket like a magician, he did it at least three times and each time it got funnier.
