Danny Elfman himself sang Jack's Lament. Jack's voice actor throughout the movie is a different man, he did try to sing the Lament, but Danny thought he could not hit the notes as intended so Danny instead composed and sang the song himself!

For all practical purposes, it wasn't Irons' fault. His voice went out before the final part of the song, and production probably didn't have anyone else available except Cummings. Honestly, better Cummings than someone else who didn't have a voice as close to Irons' as he did.
