The last part - the coded message - was in Base 64. It translates to Sega_S -- which may refer to the Sega System (aka the master system) which also released in 1986 in North America - same year as all the dates on the tapes.) It seems to fit the clues, I think. It's a little hard to tell from a scanned code from a KZbin video, but I did my best. :) It did take a little time to figure everything out and find the link to the Sega master system and make sure it was the right fit. I didn't want to give the wrong info. XD

You can see two sets of letters ("ZES ALS OP" and "F Q CPAKN G/A b") starting from 31:28, and that might be the remaining of the code. They both have a "hangman" beside them, which could mean some letters of the code need to be discarded. There's also the fact that the guy wanting the tapes was Dutch, and part of the second code ("ZES ALS OP") translates to "six as/if on/up" in Dutch (which could be a clue). Edit: I pretty much pieced together the things about the VHS-1986 from ManlyBadassHero's video (VHS 1986 - A Tape You Shouldn't Watch) and a few replies to his comment in that same comment section. As for the definite answer, there's a youtuber called iwanPlays who apparently found it (and said he will post it in a few days). Also (credits to u/cryoclasm on Reddit), it seems the ARG involves piecing together codes from different games submitted to the Haunted PS1 Wretched Weekend 1. From what we found so far, probably the whole code will lead to a URL (more specifically, the Wikipedia article on Sega_Saturn).

Idk if anyone will see this, but here we go. Big intro analysis coming right at ya! (Plus what was said at the end). Part one: The look and starting sounds. -First, there's some weird sounds coming closer or getting louder, + a black screen. -Then a small picture of Seán is on the screen, but all the colours are messed up. Green is very prominent, with blue and red sitting on the whiteboard + smaller objects like the blue lamp. -An old Tv/film sound can be heard, as well as the screen being in that film style. Part two: The voice and the 'speaker'. -Seán's 'intro' is very robotic, looks controlled. No blinks or emotion, just still images mashed together to look like 'He' is talking, to go along with 'the voice'. The voice: "Hello and welcome to more '3 scary games'. Jack isn't here right now, but, if you want to leave a message I'm sure he'll... (glitches...)". Part 3: My Thoughts and questions. -green is linked to anti: the eye in 'dark silence' and just him overall. -Film sounds and look: Jameoson Jackson (JJ)??? Anti has him under his control... -Weird mouth movements and voice: If it is JJ, he doesn't actually talk so it would make sense, it's not his voice. Plus he is under the control of anti as said before, and this looks very controlled. -Why did it call him Jack? Yes it's Seán's channel name but he's mostly been going by his real name for a while now. -Why isn't Seán there? -If it is JJ, what is he doing there? Why would anti want him there? That's all I got. I clicked on this as soon as it came out and I haven't actually watched the video yet. I wrote all this in a notebook and copied it here for the comments. Oh well, enjoy! I'll be watching it now. If you close your eyes and think about it, you can hear it.
