I believe the games that show on the home screen but aren't installed were on an external hard drive they had plugged into the Xbox, it caches it on the home screen but won't show it on the installed games

So the PS4 Slim, have you tried boot it to Safe Mode ? You hold the power button until you heard a 2nd beep. Also, Check how long the Blue light pulses, if it shuts down for 2 seconds then won't turn on. The culpit would be a bad Power Supply.

I couldn't get safe boot to do anything. The blue light was at random, sometimes it wouldn't turn on at all, sometimes it turned on for 1 second, and 1 time it stayed on for a whole minute

On Xbox One/Series consoles the games on the home screen are your games most recently played. It doesn’t mean that all those games are downloaded. And even if you delete games from the hard drive they still show your most recent games on the home screen. Hence why Forza was on the home screen but not in the downloaded games

In regards to the Xbox one having games that you can’t see downloaded it has to do with the profile. It’s the profiles recently played games. My guess is an External HDD was plugged in at some point.

E01 PS3's are worth more than a standard Slim or Phat (40gb/late 80s+) but not as much as an A01 or B01 as those have Full PS2 Backwards compatibility where the E01 is "Partial." (GPU remains in hardware but the CPU and RAMBUS RAM is emulated. Plus these revert to Full Software emulation when launching a PS2 Classic title, and only use it's Partial PS2 compatibility when launching a PS2 Disc. )
