I am not sure if you are aware but it actually does belong to the American military. Mini history lesson is the internet originated as something called ARPANET which was originally designed for use by the military/government and for researchers. It got cancelled in 1990 and the internet was born soon after. so you can view America as owning the internet although there are some large companies that own the backbone so i guess they are the ones who have most control.
