The ideal of a cop and the reality are not the same thing, Jake is describing the ideal, not the real.

He went on ride alongs w/LAPD for five months to prepare for End of Watch. Also he researched intensely for Prisoners, which is an outstanding movie where he plays a detective. So he knows more about police work than your average actor. He said in another interview how all the research deepened his understanding of the difficulty of the job.

It's not because of Southpaw--if you see older interviews he has it going on as well. I don't know if it'd be classified as lazy, either, it's more like his eye lid is just naturally lower for his left eye than right. But I get what you're saying.
