I used CC split to open up the screen and have a big eyeball look through it, for like a spooky intro. So there's another really niche use for it I suppose

hahha, had to come back and comment for you...I applied this to some 8 bit art, and used it as the mouth of a robot mapped to the keyframes from an Audio/Lyric stem from a song. I'm dead yo, it may be the funniest thing I have ever seen for the time spent. Thanks boss;)

Out of curiosity, I just checked, and if you apply 2 copies of CC Split to a layer (so that the 2nd is named "CC Split 2"), and you then apply CC Split 2 (the effect), it shows up in the effects stack as "CC Split 3".

Can cc split be used to track motion to follow the edges of the lips on a video? As means to make a baby talk for example?

You could certainly try. Tracking data could be applied to null objects and then you could link the point controls to each null using the property pickwhip.
