The bullet appears to be a 7.62mm (I'd say 150 grain ) bullet that does not have a "full metal jacket", but is only partially jacketed in copper. The dark material visible at the rear is the interior lead of the bullet. Tracer rounds have an orange tip at that caliber (generally)

Clipping hair and whiskers from pets is based off of the English tradition of clipping a loved ones hair from Victorian times.
