The way I see it, Katakuri's future sight shows future events that will happen if he himself doesn't do anything to change or interfere with it. For example, if he has a vision of a cat walking on the rode and its about to get hit by a truck, the future event will happen if he does nothing. However, with this knowledge, Katakuri could interfere and save the cat, block the truck, etc., and thus negate the future he saw. In the case of Sanji, Katakuri saw that he would avoid the gun, so he shot a jelly bean thinking Sanji wouldn't be able dodge it. However, Sanji was able to dodge it.

Rayleigh mentioned that observation haki makes it possible to "sense" what people are about to do, hence allowing for predicting the future. But other people can't have any "intent" towards your actions until you've actually done them; hence why Katakuri couldn't predict Sanji's reaction.

the bounty from Kaido's Disaster commander (or whatever u call em) is inflated. Jack the Drought has his name because everything in his destructiv path end's up like that. All of Kaido's higher commander's like destruction so they cost more civiliant lives and damage overall. So the Govermeant increases the bounty because they are such a pain. The Bounty is made up from: -Alligance -Strenght -Threat overall -activity Beeing under the wing of a Yonko allready inflates the bounty. Knowing Jack he is very activ in all 4 of these factor's while Katakuri is very reserved and precise. The Bounty from Katakuri is made up from Alligance and Strenght alone. If Jack would be less Destructiv his bounty would probely be around the 900.000.000 Just to mark the strengh of Katakuri for no reason at all.
