Bicycles are really nice, like cavalry without the downsides. Great for when you need to rush into areas with low supplies, especially early on. Although an entire army and garrison of them is some insane support bleed.

low supply, great terrain modifiers, low cost, no fuel. They are a bit too good compared to Cavalry. Perhaps they should have some terrain debuffs.

Now, Horses are much cheaper, do Horses only, and I would advice looking for nations that gives a lot of horse attack, such a Russia or Poland. It would be cool if you went Tsarist Russia and made cossacks only.
