You make that cheese sauce by mixing vinegar and baking soda, then making a cheese sauce with it. The chemical that results from the vinegar baking soda mix breaks down the proteins in the cheese in a way that makes it all gooey. Usually you just need to melt it with some milk.

Don't even need vinegar, just some citrus (like 50ml of the juice of a lime or lemon) added to half a teaspoon of baking soda. It'll react and makes sodium citrate. Then you just add about 80ml of milk (I use evaporated milk) and 200 grams of (a) cheese(s) of your choice, cook stirring over low to medium heat until melted, and season to taste. Like you said, the sodium citrate will keep the cheese sauce from getting grainy or split and you can bottle it up and keep it in the fridge. I make a chile con queso dip using it.
