Doesn't it break the game keeping the first player fixed? They always get first bid while last player always has perfect information and can pick up empty ports for 1 coin.

I don’t think so. After the game starts it becomes an auction. When it gets back to you if you have the most money on a section you win the section. The first player really only gets the advantage at the very first turn to bid in all the empty spaces. But if you bid one someone will outbid you and then you have to keep wasting turns until you win.

@@BGMechanics but that won't happen to the last player bidding on the vacant spots. They will get always get them for 1 coin. After they bid, it immediately goes to the next phase.
