Yes, it's Union.Tens is uncommon but I was playing in an annual 10's tournament back in the 70s and 80s in the USA. More recently it has been used as an indoor/arena sport on the professional/semi level (not in the USA). Over 50 years in American rugby and only once have I heard of anyone playing league. Since Union is played by over 120 countries and League in only 4 or 5, if you're seeing little asian children playing it's probably Union.
