It is absolutely cutting, for one reason: He walked to the front of line, and asked a random stranger to order for him. The *only* difference is now *they* have to sit there and order his food, instead of him. Sure, the line isn't physically longer, but your order still takes more or less the same amount of time. You're just paying someone to cut for you.

I think it would but I also think no one would care because cutting is less egregious if someone seems to have been saving a spot for you. And like, if you walk up and ask your friend to get you something passersby may assume said friend was already going to get you something and you're just specifying. No time added. But if you ask a stranger time is definitely being added therefore you're definitely cutting

In the original question I do think that's cutting in line because you're essentially paying to get an advantage over others. It's like you're bribing somebody to let you cut in line. Also unrelated I now live in fear of the idea of food train

In the original question, the actual evil thing that's being done is by the con not arranging for expositors to be fed. Cutting in line is bad, but in that case the person might have lost money if they didn't buy food in a timely manner (if they were manning a booth that sold stuff, for instance). OP says that they were moderating panels, so if they were doing it for the con one can say they were expected to starve for the sake of keeping the con presentable. As Travis says, the revolutionary may seem evil at first.
