Why is it called sus 13? Because you add al the intermediate tensions? (9-11-13?)

This is a shot in the dark, but my best guess is that this is chord is actually Fsus4 13

the full "proper" name for the chord is F7 sus4 13 9. but if you already have the 13 it's common to assume you can add the 9 too. and even though you can have sus2 or sus4, sus4 is way more common so you can just say sus and assume its sus4. If you see f7 sus 13 on a leadsheet this would be a common way to voice it. in some cases, say you were playing something where you know the arranger is really intentional about the chord voicings, you would want to play f7 sus 13 without the 9. but its up to you to use your discretion for what sounds best. voice leading is usually the most important factor for these kinds of decisions
