The Akatsuki, an organization that strives for peace with freedom of religion, freedom of art interpretation, and freedom of science research (unless you tried to take over your teammate's body and failed). It also had an accountant who was obsessed with money, so funding was never an issue. On the surface it seems more righteous and accepting than almost all ninja villages in the world of Naruto.

Funny enough the real Madara did not have anything to do with Akatsuki and probably do not know they even existed. Cause when he died Akatsuki didn't even exist by that point in the form we are used to know them, at least. And when Madara got ressurected Akatsuki didn't exist anymore.
