I have no idea what qualifies something as a good hero. Is it just armor? It barely seems like hero powers matter in quest meta.

I believe the most important thing is indeed armor. Next thing is early game potential or ability to climb to higher tavern tiers early. With omu or a early game tempo hero power, you only need to survive till later tiers and change your hero power with the spell. I believe some of the best heroes are ones that fully utilize their hero powers before swapping, like omu himself, reno jackson and others like that. Next most important thing, I believe, is the ability to complete quests earlier, maybe obtaining more minions, copying from the tavern, swapping your minions with the tavern, gaining gold or something like that. Honorable mention to sir renatrius.

Luck, lots and lots of luck and synergy. For example that dwarf chick who can roll into higher tier minions can be used with the golden quest where after 5 rolls the highest tier minion is golden, abuse it at 4 and use her hero power, instant tier 6 golden
