It's the best game design logic, it makes the games that much more enjoyable and every characters feel unique. Starcraft Brood War used this philosophy and its considered to be the most balanced rts game (with entirely different races that is) and all the units are incredibly unique and enjoyable to use because they all feel impactful. As a result, the whole game has a perfect balance because all 3 races are overpowered. It's just about abusing that power. I wish they did the same with more games. When you have mobas where everything is "balanced" (underpowered), then all the characters feel the same and your impact feels much less significant. If anything, a moba is the perfect place to use that kind of game balancing imo.
