It is very well said that the real accident differs a lot from this cartoon, but after I've heard that Casey have wrecked one of the railroad's locomotives earlier, it makes me think like; Maybe this kind of just represents his daily life, doing his best to get on time despite all difficulties and even if the engine have to pay the prize, and the real wreck with the Cannonball took place later? ... Just some kinda silly idea I got.

There is indeed. If you go over it, you could lose your job. If you go way too far over it, your train jumps the track and you have a lot of explaining to do. But in the early days of steam power, the maximum speed of an engine was limited only by the skill of the hand on the throttle and the strength of the fireman's back. There were more than a few shining star engine crews that could push an engine to unnatural speeds when track conditions would permit them to.

Yes, the fatal collision would have been prevented by block signals. The freights performing a see-saw ahead of him would have kept the block occupied, and he would have been warned to slow down and stop. But such things didn't exist when Casey Jones was at the throttle, and either the warning devices weren't set out in time or weren't heard by Jones and his fireman.
