He spared Raiden on the train tracks too- I think because he saw his old self of fighting against injustices in him. For the bosses who sustained moderate to minor injuries, aight, I can see how they survive. But the likes of Mistral, who was diced to pieces, and Armstrong, who was stabbed through the stomach and had his heart ripped out and crushed, bringing back characters like them would be such bullshit. They are dead, end of story. Unless the devs and writers want to introduce some way of resurrecting characters. Which maybe they have, I’m still rather new to the series. Memes brought this series in to my conscious.

@@dogestranding5047 i think it's because Sam knows that only Raiden can defeat him since Raiden's ideals and beliefs are much stronger than the initial "I protect the weak". Playing the main game and the Sam DLC, you would realise that Sam was Raiden and Raiden was Sam, in a way. The only difference is that Sam gave up on his ideals of "hunting in the name of justice" after he lost against Senator Armstrong. Sam essentailly became a "drone" that mindlessly fights as per Desperado / Monsoon and other bosses of him dictate. When Sam first encountered Raiden, he knew that Raiden's heart is in the right place BUT Raiden will never EVER progress further, which is also why Sam kept mocking him and also pushing past Raiden's "hypocrisy" to embrace his "other persona". (adding onto the fact that Mistral and especially Monsoon added insult to injury about his naive ideals and whatnot) (which tbh i feel that introducing "Jack the Ripper" would've been way more meaningful if Raiden killed off that kid George instead of cryo-preserving and having Doktor fixing him up to further have a weight on his actions of having to kill innocent to get his enemies) Sam essentially became the guide to Raiden in not making the same mistakes he has made and prevented Raiden from "being lost". He knew that Raiden, with the right motivation and avoiding the mistakes Sam himself made, would be able to take down Armstrong.
