The Headbangers would have ended up in Raven's Nest, that much is certain. I'd also argue that Raven would have worked on a more of a "He's an outsider" level. Raven's a genius, he'd have found a way to make it work in Smoky Mountain.

Michael Myers In ECW Ravens stable was called Ravens Nest. In WCW it was calledThe Flock. Raven rules.........

He did wrestle in several NWA/SMW shows as Scotty Flamingo in late 1994, before becoming Raven in ECW in 1995.

People disregard it but when Raven was having those TNA matches with Jarrett they were some of the best matches going on in wrestling at the time

Raven is a genius and we’re still seeing his impact on the business to this day bray wyatt for example has many raven traits about his character he like raven knows how to cut a promo

Yeah, I have to agree with Cornette here. Raven was a great character. He was my favorite character in ECW of that era, and even into WCW with Raven's Flock. I thought it was the coolest gimmick around at the time, but it would never work in deep south wrestling. I don't think the crowd would buy it and I don't think he would have got the recognition he got in ECW.

Raven is pretty much the most underrated wrestler of all time, he should be revered as one of the all time greats, alongside the likes of Terry Funk and Mic Foley, it's how WWF/E treated him that probably took him down a few notches, but make no mistake about it, Raven is one of the greatest, certainly the greatest ECW legend in my opinion.

The Raven character and backstory would have worked anywhere; although it fizzled out eventually, WCW ran with his ECW angles for a while on a bigger budget stage.

When you’re doing territory wrestling, you have to know your audience. When your territory is basically southeastern states in the US, you’re going to have very different characters presented very differently than if you’re in, say, Philadelphia. The culture is completely different. Not better, not worse, just different. Everyone has their own thing going on. People in Cornette’s territory weren’t going to accept the Ravenncharacter because they wouldn’t have understood it, just like a stand cowboy or southern character wouldn’t translate in 90s WWF. They’re 2 completely different audiences. In ECW, the crowds understood him because he was very contemporary for the time. Blue collar characters and “gangstas,” by contrast, as babyfaces and heels, respectively, worked perfectly for SMW’s audience. Being a wrestling Booker isn’t about knowing your talent and understanding wrestling psychology, it’s knowing your target audience and what they want to see. Jim’s product was tailor made for those areas. They would have been considered boring to Philly audiences and ECW’s product would have freaked out fans in Lexington and elsewhere in that area. I’m not judging anyone for their type of entertainment. You like what you like. Raven as a character would have confused a lot of people down south, just like Jeff Jarrett and the Godwins never really connected in WWF. It was a culture clash. It’s like selling hockey in Hawaii or the NFL in Scotland. Good luck with that. Jim knew his audience and that’s half the battle.
