Can anyone explain to me the difference between a running back lowering his head, using the crown of his helmet to hit the tackler and a tackler trying to get his head in front of the runner to stop his forward progress?

A running back is on offense and the tackler is on defense

Watching the replay , it looked like he was pushed from behind by an offensive player. That looked like it drove his head down.
