As I understood it Russo was the one that put them together, but not for the way things worked out. Height of the Monday Night Wars McMahon put out the marching orders All Hands On Deck, everybody had to be doing something. Russo wasn't a fan of Bradshaw and Simmons but McMahon's orders were clear, so he put them together as a team with Don Callis/The Jackyl as their manager thinking he'll just have them drift on the midcard until he could get an excuse to dump them. But the fans took to them right away, they were, as Michael Hayes would say, Over like Rover, so McMahon removed them from Callis and put them with the Undertaker, and the rest was history.

They were the wrong team to be the Undertaker's acolytes. Instead of Farooq, Bradshaw, Mideon and Viscera, they should have just retained the DOA with Taker turning each one of them until they're all in, but of course the Harris brothers wound up being NWO henchmen. As far as what to do with Farooq at that point, I don't see how he couldn't work out a gimmick with the Godfather. Anything would have been better than right to censor.
