Did they have information, or did the sheer fact that, through the execution of their job to plan for US security to whether these events, did they realize that we are woefully unprepared? What it might appear like on the surface requires a thorough investigation on what reasoning they used to make their financial decisions. Legally this will be hard to prove unlesss they literally state non-public information in some communication. Likely won't be charged, but their public service careers are done next election.
