Idk struggle's base power, but yeah, he should've been fine. Maybe paranoid about crit(s), but I think his team had enough health that it'd die to recoil before that was a concern

also if he struggles it means he's out of Rests, which means he's either not healed for several turns (if Rest wasn't the last move he used all PP for) or he's just come out of sleep (if it was), in both cases Seismic Toss just wins by either just killing him or getting him so low that struggle recoil would faint him before he could win (I'm not too sure how struggle recoil works in Gen 3 but Jim had a full health Blissey in the back that would've been enough recoil in any scenario)
