Brazil was famous for a low number of tests, as the guys often lived quite ghetto. There were missed tests, test windwows aswell, with plenty of backlash hate, and mitigation afterwards, with given leeway- ie. the guys were almost definitely on, but UFC, and USADA wanted to keep the door open, even if a bit. There were also ofcourse bribed fake tests done, or "done", in the "at all" sense. As you said, it's different testing a guy in a place where you could sleep for weeks without incident, vs a favela, or any basically warzone-like area, where there are plenty of "dignified" " patriots" rearing to put a hole or a knife into you- shouting about freedom and patriotism. Protecting "their own" from a harmless, goodwill and character proving thing, that everybody gets done.
