It does pick up where the original ended with Charlie and Carface both in Heaven, and Charlie later makes an indirect mention of his adventure with Anne-Marie. The scene where he talks to Sasha on the deck, he laments breaking yet another promise to someone without exactly saying who the last person was.

FUN FACT: originally, MGM animation was originally making a 1993 BETTY BOOP movie, but unfortunately/apparently due to production issues (specifically legal disagreements between the three entities that owned various rights to Betty Boop at the time), the project was canceled and they had to make THIS SEQUEL.
