You can bribe through anything in CCP. Especially the state govts are always looking for cash. They give their cuts to the CCP in return to some level of autonomy. Also, as an example, look at what happened to Jack Ma, his networth was down to half as soon as he spoke against Xi. There is a possibility that govt wouldnt care if Lou was a guy like Jack Ma. It can even be done with the help and approval of counter crime syndicates. All about money which buys influence, and the whole thing was done within 3/4 mins, hard to even react.

they mention it earlier. they're smugglers that have a routine flight through that region. skyhook is just a normal pickup for them.

@srami004 Fulton surface to air recovery system, or Skyhook. Skyhook exists as a company today, but I'm not sure whether they have any connection to the Fulton system. They make other kinds of rescue systems. The Fulton system was used for about 17 years, foir humans and material retrieval, including equipment and data from a Russian ice floe station. (and from US stations) The snatch impact was said to be less than that of a parachute opening. Only one fatality was recorded, when a bushing failed on the hook part. However the first live recovery caused the rescued party to attack the aircraft crew. (it was pig and not happy about things)
