Black people were not stolen from Africa. They were sold to slavery by other black people. At the height of slavery in US only 2.8% of population owned a slave. So who exactly should pay reparation? Tribes in Africa or 2.8% of population? Arab slave owners castrated black men so there would be no descendants of slaves after them. If it's ever instituted, there won't be big lump sump payments, the country can't afford it, and besides, giving them monthly or quarterly payments will ensure they stay on the Dem Plantation for many years, maybe till death. Lump sum and they can leave the party, the country...whatever. Dems can't have that...until JB imports more border jumpers anyways. The Police Department, The Fire Department, The Emergency Room (if one is not insured), the Roads are all Social programs.
