I feel like this was a bit of an ableist skit, like I know it's just a bit but if someone were to think like Kosta's character they would be kind of a s$&%bag when it comes to interacting with folks with speech disorders. It sorta says more about that person when you have that kinda impatience for folks to speak in their own pace and language. Doesn't take a lot, just go travel and give speaking another language a shot or try to watch a foreign movie or use only an ASL interpreter... there's loads of reasons to need a minute to collect your words rather than blather or speed-run them. Sometimes you just need to slow down and allow folks the freedom and liberty to express themselves without imposing your own/the media's expectations onto them ...

It is not wrong to point out that he is old and is not as capable as he was 10-15 years ago as VP.
