In this presentation, Joe Quirk shares the principles of classical liberalism, the history of governance at sea, and its relevance to modern concepts like seasteading. The talk covers a range of topics, from ancient Greece to the modern maritime industry, and links them back to classical liberal ideas such as individualism, democracy, and decentralisation.
The speech presents the notion that the decentralised governance structures that evolved at sea historically provide practical examples and precedents for modern ideas about governance, liberty, and individual rights. A compelling argument is made for the relevance of seasteading and maritime law as a frontier for innovation in governance and business.
Joe Quirk is President of The Seasteading Institute and co-founder of Blue Frontiers. He is also a science writer, novelist, and memoir ghostwriter, having published national bestsellers in each category. He is co-author with Patri Friedman of "Seasteading: How Floating Nations Will Restore the Environment, Enrich the Poor, Cure the Sick, and Liberate Humanity from Politicians", an Amazon bestseller in the category of marine engineering. Joe is leading a team of lawyers, engineers, business leaders, artists, and investors to establish the first floating community which promises residents unprecedented political autonomy.

My next novel prominently features seasteads. They started as data centers cooled by the pacific. It's called: Above Dark Waters.

The world cruise ship is a good example, but they cater to the financially elite segment of the population. Seasteading should be accessible to everyone. You say 'we need smaller cruise ships,' - they have existed for many decades since the mid-60s and 70s. Seasteading entrepreneurs are missing out on a potential customer base: cruising families, many of whom are retired, semi-retired, or work remotely. They require shore-based business services. Private flagging registries to compete for this market is a good drive. Another path involves creating shore-based service facilities in numerous free trade zones to attract and compete for this customer base, offering services ranging from being an agent for flag registries to providing boat yards, moorings, fuel, shops, marine services, and more. Providing some of these services for free could serve as a significant attraction for this client base.
