Joe let me fill you in on the lore, basically some weird as scientists at poppy playtime co were like "Yō dude we should make alive toys". So, what they did is that they like lured children and used their bodies/souls and put them into the toys. Sorta like Fnaf but not really. Anyways after they figured out that they can use kids to make alive toys worked they made an onsite orphanage (aka playcare) and it was basically a mob farm and was going to give them a bunch of alive toys. But they kids were pissed that they were toys now so they were like "nah fam thats some bs we want revenge" so then the hour of joy happened which was basically a mass murder of all the workers in the factory. Then after that the toys needed food so they ate the bodies of all the people they killed but after that toys still weren't satisfied and the protype was supposedly going to like get them their revenge or sum so all the toys we've killed like huggy,mommy, and catnap were like his servants sort of. Mainly catnap and huggy tho. So all the other alive toys that were like nah fam we don't really like that idea since we already tried it and it didn't bring us any satisfaction were all merked or fought each other. So now the prototype is like top of the food chain and tryna continue with the goal of getting revenge on what's happend to him or sum. Thats at least what I'm pretty sure what happened ( Matpat will carry anyways so its fine)

Nah that's not it. They didn't kill the kids. They made them mutants in a way. All of the experiments' features are due to their body parts being altered by chemical and compounds. Hence why we see DogDay, dripping blood.

Also, the whole purpose of Poppy Playtime has to be to lure children to experiment on them and that the toys made are designs of what they want experiments to look like. Also I feel the prototype was secured in the lab due to him being a failed experiment and possibly the puzzles that are so difficult being so detectives and law enforcement can't interfere. Theory.

Huggy and Mommy were possibly just hungry due to all of them, including PJ Puggapillar, the mini Huggies, and Miss Delight, not having much to eat after pretty much eating every body and moved on to "toys" aka experiments. Remember, the Hour of Joy happened ten years BEFORE you came back to the facility. They had to be starving.
