Because most phone and modern computer have software built into it that will read for the blind. If you have an iPhone go and look for voiceover under accessibility, android look for talkback under accessibility and Samsung look for voice assistant under accessibility. All three of those are to help the blind navigate and use their phone. Windows phone has one called narrator but who cares about windows phone?
